It's not essential, most heatsinks come with some kind of thermal interface material, this is just better that's all.

there are different types of conduction, this is referring to electrical conduction.

non-conductive? What use is that then, thermal pastes are to maximize the connection between the cpu and the heatsink to conduct the heat through, wouldn't the non-conductive ceramique prevent the heat from passing through?
