does this come with a stock cooler?
Yes it does

upgraded from an e8500 dual core overclocked to 4.1ghz to this overclocked to the same 4.1ghz--this scores 24500 on 3dmark vantage cpu test at performance setting and does superpi 1million in 10.3 seconds
a small video file conversion to 1920 by 1200 on the e8500 took 178 seconds on this it took 62 seconds
this gets pretty hot so a good cooler is needed if overclocking--i used the corsair h50
not cheap but the performance is outstanding

Would a 400w power supply be good enough to power one of these processors along with a 1tb HD?
To start, a good brand 400w would suffice - although if you will be considering a gaming graphics card in the future, then you will need some more PSU juice to run it.

Great processor, I've just bought one of these to see what all the fuss is about and I can confirm that this is a gem of a processor, with hyper threading and turbo boost you get significant performance increase without overclocking.
The hyper threading allows 8 separate threads to be processed which increases throughput.
On my intel quad Q9550 CPU I could process or "Handbrake" a full movie at 212 fps on a Asus P5Q mobo and 8gb ram running at 3.4ghz .... with the i7 920 at stock I was able to get 275 fps on a Asus P6T-deluxe V2 with 6gb RAM.
Be warned though these chips generate a significant amount of heat at full load my CPU draws 147 watts ... idle is 47 watts. Air cooled heatsinks such as the Artic 7 pro V2 is rated to 130 watts, so at full load you may run into thermal issues and that's at stock speed
