Is powercolor allow users to changes fans?? I want to add Accelero Xtreme 7970 on to it, is it not affect warranty??

Strictly I think almost all manufacturers consider physical changes to cards as something which could potentially affect warranty. The golden rule would be, if you're going to do that, make sure you can restore the card to the original condition with no signs of damage, otherwise an RMA will likely be rejected in the case of problems.
