Silent Case Fans by Strider

It seems to me that the lower the rpm, the quieter a case fan becomes. However, it is of little use if a fan rotates at 800 rpm but shifts very little air, therefore, fan design is also an extremely important factor. I replaced my old fan with the Arctic Cooling F12(120MM)Case fan and for the price it is a very effective cooling fan, its 9 blade technology really does shift the air and although I have no means of scientifically measuring the air flow; but by putting ones hand in the exhaust of the fan stream the sense of air pressure is such that I wonder what ropey old fags my previous Led fan was puffing at. However, I would prefer a tad quieter fan than the Arctic F12.
As system builders as well as suppliers which would you consider the most effective yet quietest fan currently in your stock? Of course, the old addage, " You pays your money and takes your chance", does hold some relevance within the confines of this consideration.
